SALARY CAP and DRAFTING
Dispersal Draft
Each GM will participate in the dispersal draft, which will include all players who have been drafted up until the upcoming entry draft. The order is snake style.(ie, 1234-4321).
There will be no clock implemented during the draft. If the draft progresses to slowly however, the mod has the right to start one.
Entry Draft
The order of the entry draft is initially the opposite order of the dispersal draft. The entry draft will also be a snake style draft for the first year only. For following years it will be a regular style (1234-1234) and the order will be determined by the final regular season standings. There will be 7 rounds in the entry draft. The same rules apply pertaining to the clock here, as it does for the dispersal draft.
The entry draft order will be determined by both playoff standings of the previous year and lottery system. The 6 playoff teams will get the bottom 6 spots in the following draft and it will be the inverse of how they finished. The winner will get the 12th overall pick, the runner up the 11th overall pick, the 3rd place team the 10th overall and so on. The 8 non playoff teams will be put into a lottery in which each spot of the regular season standings is weighted accordingly. There are 100 total "balls" in the lottery and the position and its weight is as follows:

14th place team gets 37 numbers in the lottery
13th place team gets 23 numbers in the lottery
12th place team gets 16 numbers in the lottery
11th place team gets 12 numbers in the lottery

7th place team gets 1 number in the lottery
Each GM must keep in mind that this league will have a $84.3 million hard cap. The cap is a floating $20 mil above the real NHL cap and may go up or down depending on the yearly NHL cap. This league will have a salary cap floor which will be the current cap of the NHL each year, so $64.3 for 2013-14 is the floor. This is to help prevent tanking and make each team try to stay competitive year in and year out.
This cap will be enforced throughout the season and playoffs with periodic checks from the mod. There will be penalties for any infractions by a GM if they are over the cap. Penalties can vary with the number of times an infraction has occurred; from reducing the salary cap of the team, to loss of draft picks, to the removal of the GM from the league.
No matter at what time in the hockey season, the GM will incur a player's full salary. There is no pro-rating for salaries. If a player in NHL gets a $5M raise, so he gets it here. If a player signs for less, you get that benefit. We are counting yearly salary without bonuses or incentives. This means we will be using the players yearly salary and NOT their cap hit.

ROSTERS and SCORING
Rosters must be kept updated and accurate at all times
Each GM will have 3 teams they will be controlling:
1)NHL
2)AHL
3)JUNIOR
NHL: This will be your main roster and the only one accumulating points. Each NHL roster will have a 24 man roster consisting of 18 starters and 6 bench spots:
3C, 3LW, 3RW, 3F, 6D, 2G 5Bench
The roster can be changed on a daily basis, meaning that any player can be subbed in at any time depending on the amount of games they play that week. This is solely the decision of each teams GM. Since we will be using Yahoo, it is very easy to do this and it allows daily control of your team.
AHL: This will be your farm team and will consist of no more than 30 total players at any time. Players can be called up to the NHL roster at anytime.
JUNIOR: This is for players you draft in the entry draft or trade. You can store these players on your JUNIOR team for no more than 3 years from the year they were drafted. After the third year is up you can either: 1) graduate them to your AHL or NHL roster 2) release them outright in which they become UFAs. Once a player leaves your JUNIOR team, he can not be placed back in. The purpose of the JUNIOR team is to see how your players develop over the course of three years before you have to use AHL spots on them or lose them to free agency. Also, certain players are NHL ready the year they are drafted. In this case, they are of course allowed to go directly to your NHL roster, but you can never place them back on your JUNIOR team.
Scoring
In a Head-to-Head League, your team squares off in a weekly matchup against another team to see who can compile the best stats across a number of different categories.
A new weekly matchup begins every Monday and consists of a set number of games based on your league's statistical categories. Each stat category counts as one game, with the win going to the team that finishes the week with the highest total in that category (the cumulative total after each Sunday's games).
So, if in a given week, your team scores more goals than your opponent's, you would be credited with a victory. However, if your opponent's team ended the week with a better GAA than your team, you would be charged with a loss. If the two teams end up tied in a given category, each receives credit for a tied game.
This weekly win-loss total is added to a cumulative season record where each win counts for 1 WIN (TBD), each tie counts for one (TBD), and each loss counts for none. The total of these points is used to determine standings and playoff seedings.
The scoring system will include:
Offense - G, A, +/-, PIM, PPP, SHP, GWG, SOG
Goaltending - W, SV%, SO, GAA, SVS Made
The more categories a team wins, the more Wins the team accumulates. There are 13 cats altogether so a team can win up to 13 games.
PLAYER MOVEMENTS
Each team will have 100 moves during the regular season and playoffs which they can use however they like. These moves consist of calling players up to your NHL roster and sending them down to your AHL team. Remember, you only get 100 so use them wisely. If you are at the limit before the season is over and someone from your NHL roster gets injured, you will not be able to call someone up to replace him as that would put you over the max.
Note: Fantrax will keep track of all player movements. Dropping a player on Fantrax consists of 1 move made while replacing him with someone else is a separate move.
During the playoffs teams can call up and send down players without a max. You still have to stay under the cap and adhere to all waiver rules though.
Each team will have up to 55 players on their NHL and AHL rosters. These rosters can be filled by drafting (dispersal and entry) or by adding or dumping players.
UFA signings
UFA's
If you want a player who isn't signed or owned by another team in this league simply propose the signing and that player is yours. After a 24 hour period, you may make another claim if you want but there is a 24 hour waiting period between UFA signings. Only 1 player can be signed per 24 hour period per team. UFA signings may be done in the off-season and regular season but not after the trade deadline and playoffs.
To clarify what exactly is a UFA:
1. Players that were once drafted by an NHL team, but for some reason currently are not in the NHL but playing in Europe (or some other pro league) and therefore if signed in our league, they don't have to clear the waiver process.
2. Any player who has gone through an NHL entry draft.
3. Any players that are NON-NHL draftees, (and past the age of entry draft elig) are not eligible for our league UNTIL they are signed by an NHL team. Then they can be claimed/signed through our 48 hr waiver process from the date of the NHL contract. If not claimed after that they can become UFA.
Waivers
At anytime during the pre-season, regular season and playoffs a team may put a player on waivers. When a team puts a player on waivers, that player will have a 48 hour period in which other teams may claim him. If that player clears waivers (48hrs) then the player is assigned to that teams AHL affiliate or released out right. If you want to send a player down to your minors than you make the move in our "roster moves/call ups" section. If you want to release him outright than you go to the "waiver drops" section and post there. Once a player is released OUTRIGHT, he becomes a UFA. Waivers are in effect for players that are "sent down" not called up.
Any player that has a salary of $1.75M or less can be sent down without going through the waiver process. All players above $1.75M are subject to following the waiver process.
Claiming a Player off Waivers
To claim a player off waivers simply post in the forum "Waiver Claims" that you want the player. However, if that player was on the NHL roster, by picking him up off waivers you must put that player on your NHL roster as well. If you pick up a player that was on another teams NHL roster, and you want to send him down to your AHL team, that player must in turn clear waivers and the cycle starts over again.
Waiver Priority
Any team can claim a player off waivers at anytime that player is placed on waivers, however we have a waiver priority order. It is the reverse order of the the dispersal draft. Once you claim a player off waivers, you lose your current waiver position and go to the bottom of the order.
Trading
A team can trade any combination of players and entry picks during anytime between the completion of the Dispersal draft and up to the trade deadline. Once the season is over, teams can start drafting as soon as the offseason begins.
Teams may not trade during the dispersal draft. This is to place heavy weight on the importance of drafting and gives all teams an equal shot at a contender. The teams who draft the best have the upper hand but there will be plenty of time to fill some needs via trade and ufa signings afterward.
If a teams trades an NHL player to another team, the other team must place that player on their NHL roster, OR place them on waivers if they have a salary over $1.75M. If AHLers are traded for AHLers then there is no worry of this.
To post a trade simply post it in the "pending trades" thread. Make sure to be clear and consice with all assets involved. Once a team posts the trade, the other team involved must accept/agree to it, and then the trade will be voted on.
If a GM decides to cancel a deal after it has been accepted by the other GM, it can only be done BEFORE it has been approved. Even then, it will be put forth to the trade comittee. Once a trade is fully approved then it becomes completed and irreversible.
To prevent collusion and tanking, the mod will act as the trade committee. If someone has a problem with a trade (ie: thinks its too unfair to pass) they will say so in the thread. This can be done by any gm in the league. For a trade to be vetoed, however, there must be 6 votes by the league to veto it. The two teams involved in the trade are not allowed to vote. They will be allowed to state their reasoning as to why they made the trade though. This process gives the entire league a voice and not just the opinions of a cpl of gms. Since 99% of all trades made will not warrant a veto vote, the mods will be allowed to finalize any trade right away if they feel its fine.
Remember: Lopsided trades happen...Very lopsided trades happen, its apart of fantasy hockey. Not all gms will see eye to eye on player values or how to build a team. This veto option is there to prevent collusion, tanking, or anything deemed detrimental to the league. That is all. If we feel the league is abusing this to the point that every trade is being scrutinized, the mods will then handle all trades alone, without a league say.
It is a good idea to maintain a transaction log for player movement such as trades, including draft picks; and free agent claims. This way if a question should arise, there is a link that can be referenced
PAYMENT
There will be a yearly fee of $100usd per team THERE WILL BE ABSOLUTELY NO REFUNDS. We want this league to be full of committed and active gms and not people who have a bad draft or make a bad trade and want their money back.
All new gm will have to be approved by the admins before they can take over the team. Should an owner go MIA, they will be replaced.
We will be using PayPal for Payment. I will pay the Fantrax Fees if any GM wants to contribute to the fees they are more than welcome to.
Any fee increases/decreases for following seasons will be put to a league vote.
PAYOUT STRUCTURE (TBD)

To be fair to all GMs things like going over the salary cap, going over the max roster size and trading picks/players that you do not have will all have a penalty.
All owners must make an attempt to fields a complete roster through the entire season. Purposefully benching players, when roster spots are available, affects teams battling for the last playoff spots and future draft picks. This will not be acceptable.
There will be a three(3) strike policy for offenses
1st offense: warning
2nd offense: stronger warning
3rd offense: you will be penalized with the loss of a 2nd rd entry pick
4th offense: you will be kicked out of the league and a replacement will be named.
We want every gm to be on top of their teams and keep track of each player and pick. As everyone knows, not every rule or incident can be specifically addressed in the League Rules. The admin has the right to make changes, rulings or address any incident as they see fit to the benefit of the league.
IF a team needs some time for personal reasons (sick, vacation etc) then they are to inform 1 or more of the mods and it will be the responsibility of those mods to let the league know of their absence.
